Assistant Engineer taken by police for SIR duty on Dy Collector order; Collector says not a detention but action under election law

Digital Goa, Nov 6 – An Assistant Engineer (AE) from the Electricity Department, posted at the Colvale substation, was escorted by police personnel to report for Special Intensive Revision (SIR) duty as a Booth Level Officer (BLO) Supervisor, following orders issued by the Deputy Collector for allegedly failing to attend the assignment. According to the Electricity Department, the Deputy Collector had been informed earlier that the AE, Swapnil Walavalkar, was engaged in essential services at the understaffed substation and could not leave his duty post. North Goa Collector Ankit Yadav claimed that the AE was not detained but was served a marching order under Section 32 of the Representation of the People Act, which deals with breach of official duty in connection with electoral roll preparation. As per him, police were instructed only to bring him to the SIR duty location and then return him to the same place.
