Digital Goa, Dec 10 – CM Sawant acknowledged that the Birch by Romeo Lane nightclub in Arpora was functioning without a construction licence. Sawant said that permissions to operate the club were granted to the owners on the basis of the trade licence provided by the local panchayat.
