CAG report flags financial lapses, revenue losses and procedural violations in Goa

Digital Goa, Jan 16 – The Comptroller and Auditor General of India (CAG), in its report for the period ended March 2023 tabled on January 16, 2026, has highlighted several financial irregularities and governance lapses in Goa.

  • The report pointed out idle expenditure of ₹70.45 crore due to land acquisition carried out despite the indenting department seeking de-notification on grounds of financial infeasibility.
    The CAG also noted that the state’s total expenditure rose by 31.66 per cent, from ₹14,842.08 crore in 2020–21 to ₹19,541.24 crore in 2022–23.
  • In the Electricity Department, failure to levy GST on meter rent and non-availing of input tax credit on electricity meters between July 2017 and March 2023 led to a revenue loss of over ₹21 crore.
  • Further, deficiencies in project planning and appointment of an ineligible consultant by GSIDC resulted in delays and additional expenditure of ₹44.39 lakh.
  • In the Department of Captain of Ports, contracts for desilting works of River Sal were awarded on a nomination basis, violating government rules and causing undue benefit of ₹3.14 crore to contractors, states the report.
