Digital Goa, Sept 17 – Goa govt has issued a circular for regularising housing plots allotted under the 20-Point Programme Scheme. Under the scheme, homeowners will be required to pay one-twentieth of the fair market value of their property to complete the regularisation process. The move aims to provide legal status to homes built primarily for weaker section beneficiaries on 100 sq m plots. As per the circular issued by the Revenue Department yesterday, plots have been classified into three categories. Allottees who have constructed houses and are residing there with their families (Category A) will have their Class-II grants converted to Class-I occupancy by paying one-twentieth of the notified market value. Plots unauthorisedly transferred to third parties (Category C) will be regularised as a one-time measure on payment of premium of 1/20th of the fair market value/minimum land rate as notified and a penalty of equivalent amount. As per the circular, vacant and unused plots (Category B) are to be reverted to the government. However, Revenue Minister Babush Monserrate informed that hardly any land allocated under the program is unoccupied.
