Digital Goa, Feb 7- Goa govt has issued an order today asking all its departments to clear the pending bills of Goa Human Resource Development Corporation(GHRDC) by Feb 29. Govt has warned of levying penalty on the heads of the departments(HOD) if there are any further delays in payment of the dues.
