ED unearths Rs 1,600 crore land scam in Goa; names Rohan Harmalkar as mastermind

Digital Goa, April 25- The Enforcement Directorate (ED) conducted searches on April 24 & 25, 2025 in Goa as part of an investigation into a major land scam under the Prevention of Money Laundering Act (PMLA). The scam, allegedly masterminded by one Rohan Harmalkar, involved fraudulent land transactions, including forged documents and manipulation of land records, said ED in a press release. “The searches uncovered incriminating property documents, the current market value of which exceeds Rs. 1,000 Crore, including forged title deeds, indicating manipulation of land records and fraudulent transfers of high-value land parcels spanning several lakhs of square meters in prime tourist hotspots like Anjuna, Arpora, and Asagoan in Bardez Taluka. Additionally, original documents of immovable properties worth more than Rs. 600 Crore were seized during the search action,” stated the ED release. The proceeds were laundered into real estate and luxury assets, the release further added.
