GHRC dismisses claims of unsafe Smart City works in 21-year-old’s death

Digital Goa, Dec 5 – Goa Human Rights Commission (GHRC) has disposed of a suo motu proceeding taken up in connection with the death of 21-year-old Ayush Halankar, who died after falling into an excavation pit at Mala, Panaji on January 1, 2024, during Smart City works. The Commission concluded that no human rights violations were committed by the agencies involved. In its final order issued on December 5, 2025, the Commission said that CCTV footage and police investigation showed the victim was speeding, not wearing a helmet, and under the influence of alcohol. Evidence submitted also showed warning signs and barricades were in place at the site, the order stated. Stating that the inquiry has found no lapse by IPSCD, PWD, or the contractor, the Commission ruled that no human rights violation occurred and disposed of the case.
