GHRC orders suspension of Margao cafe operations over nuisance complaint

Digital Goa, October 3, 2025 – The Goa Human Rights Commission (GHRC) has directed the Goa State Pollution Control Board (GSPCB) to suspend operations of Café in Borda, Margao, after a complaint from a senior citizen resident living above the premises about noise, heat, and vibrations from its mezzanine kitchen. The Commission found that despite a 2024 Goa State Pollution Control Board (GSPCB) order notice requiring relocation of kitchen activities and installation of protective measures, the café failed to comply. It held the GSPCB negligent for not enforcing its own directives. GHRC in its Oct 3, 2025 order has recommended suspension of operations of the Cafe until the directives are implemented and given the GSPCB 60 days to report back on action taken.
