Goa Legislative Assembly clears key amendment to 5 bills

Digital Goa, Jan 15 – Bills passed in the State legislative assembly

  • The Goa Mundkars (Protection from Eviction) (Amendment) Bill, 2026: This bill strengthens tenant protections by prohibiting landlords (Bhatkars) from selling properties containing a Mundkar’s dwelling to anyone else without the Mundkar’s explicit consent.
  • The Goa Land Revenue Code (Amendment) Bill, 2026: Passed with a 27-6 majority, this bill reduces the mandatory time period for disposing of land conversion applications from 60 days to 45 days to improve the ease of doing business.
  • The Goa Panchayat Raj (Amendment) Bill, 2026: This amendment allows local MLAs and Zilla Panchayat members to attend and deliberate in Gram Sabhas within their constituencies and provides legal protection against the demolition of old buildings reflected in original land records.
  • The Goa School Education (Amendment) Bill, 2026: In alignment with the National Education Policy (NEP) 2020, this bill raises the minimum age for admission to Class 1 to six years (as of June 1st), replacing the previous threshold of five-and-a-half years.
  • The Goa Agricultural Produce and Livestock Marketing (Promotion & Facilitation) (Amendment) Bill, 2026: This bill updates marketing regulations to better facilitate the trade of livestock and agricultural produce while streamlining the licensing process for traders and market yards.
