Govt exempts domestic water consumers from minimum contract demand charges

Digital Goa, Sept 5 – Goa government has issued a notification exempting individual domestic water consumers from paying the minimum contract demand of 16 cubic meters per month. Instead, they will now be billed strictly as per their actual consumption, effective September 1, 2025. According to the notification issued by Department of Drinking Water, this benefit will only apply to households with functional water meters. For common water connections serving two or more houses and for other categories of consumers, billing will continue as per the existing rules of minimum contract demand or actual consumption, whichever is applicable. The decision, notified by Chief Engineer Subhash Belgaonkar, was issued with government approval dated July 23, 2025. The notification was issued on Aug 18 and published in the gazette on Sept 4. Under the revised system, bills will now reflect only the actual usage, said Drinking Water Department Minister Subhash Phaldesai.
