Digital Goa, August 12 – Goa Waste Management Corporation (GWMC) has invited Request for Qualification (RFQ) from eligible bidders to design, finance, build, operate, and maintain a 100-tonne-per-day solid waste processing facility at Bainguinim, North Goa, for a period of 15 years. The proposed facility will include recycling and sorting lines, segregation units, biomethanation, and composting systems. The project will be executed on a Design, Build, Finance, Operate and Transfer (DBFOT) model under a Public Private Partnership (PPP) framework, with the successful bidder required to bear the entire capital cost. GWMC will provide a monthly Gross Annual Operational Support Grant (GAOSG) during the concession period but will not make any payment towards the capital cost, states the tender. Incidentally, similar bids have been issued multiple times since 2019, first for a 250 TPD facility and later for the scaled-down 100 TPD version. However, earlier attempts failed due to a lack of qualifying bidders and procedural delays.
