Digital Goa, October 3 – Goa government has notified a new framework introducing third-party inspections for factories under the Factories Act, 1948. The reform aims to simplify procedures for industry while ensuring strict compliance with worker health, safety, and welfare norms. Under the system, government-recognised Third Party Agencies will conduct inspections, and their reports will be mandatory for approval and renewal of licences. Risk-based inspections will be carried out annually for very high-risk units, once in two years for high-risk, once in three years for medium-risk, and once in five years for low-risk factories. Agencies will be empanelled based on qualifications and experience, with recognition valid for three years. Inspection reports are to be uploaded online within 48 hours, and the department will monitor them through a real-time dashboard. As per the government the system will ensure transparency, improve compliance, and reduce delays while safeguarding workers’ welfare.
