The Goa government has partially rolled back its 2025 decision that made PAN details mandatory for all registrations, licences and permissions issued by government departments, PSUs, local bodies and autonomous bodies. Under a new Finance Department circular, individuals applying for registrations, licences or permissions for non-commercial purposes will no longer be required to compulsorily furnish PAN details, provided PAN is not mandated under the applicable law or rules. The 2025 circular had made PAN a mandatory field for all new and renewal applications and had also directed departments to capture PAN details for already issued registrations within three months where no renewal was required. The latest relaxation, however, does not apply to commercial applications, where PAN will continue to remain mandatory if the applicant has voluntarily obtained one or if it is required under law. All departments have been directed to implement the revised norms immediately including incorporation into all prescribed application forms/formats/checklists, System-based mechanisms etc and submit compliance reports within six months.
