Digital Goa, August, 6 – High Court has allowed the premature release of three life convicts- Rohan Pai Dhungat, Jovito Ryan dos Remedios Pinto and Shankar Tiwari, in the 2006 kidnapping and murder of 17-year-old Mandar Surlakar. The court set aside the Goa government’s rejection of their remission pleas, holding that they had completed the mandatory period of imprisonment in line with the Goa State Sentence Review Board’s recommendation. It also directed the convicts to pay all pending trial court fines before release. The High Court dismissed the victim’s father Deepak Surlakar’s objection, observing that the Goa State Prison Rules do not provide a legal mechanism for victims’ families to oppose remission.
