High Court quashes blacklisting of Goan’s Finnish wife, orders fresh hearing on spouse visa

Digital Goa, Nov 13 – The High Court of Bombay at Goa has quashed the blacklisting of Zahra Qadhiri, a Finnish national married to Goan resident Sachin Viswanath Naik, and directed the Bureau of Immigration (BOI) to reconsider her case. The Court ruled that the Foreigners Regional Registration Office (FRRO), Delhi, must grant Qadhiri a fair hearing before taking any further action. The Court gave her four weeks to approach the FRRO, which has been asked to pass a fresh order in accordance with law. The couple had challenged the FRRO’s 2024 order placing Qadhiri in Blacklist Grade ‘A’ and denying her a spouse visa. Case records noted that the blacklisting action originated from a complaint filed by a former business associate of her husband in Goa, which the petitioners claimed arose from a commercial dispute.
