Digital Goa, Feb 9 – Goa Model Panchayat Solid Waste (Management & Handling) Bye-Laws, 2022, specifying spot fines and penalties between Rs 200 and Rs 50,000 against residential units, commercial establishments and institutions for non-segregation of waste at source, not maintaining clean surroundings etc has been notified by the Goa govt today. Govt had issued the draft notification on Dec 22, 2022 and invited suggestions and objections from public to the notification. As no objections and suggestions were received from the public, the same has been notified as bye-law. The notification specifies user charges per month for door to door collection from individual households, parlours, exhibitions, hospitals, shootings, restaurants etc . The charges vary from Rs 45 per month for individual households in Class D Panchayats to Rs 5000 per schedule of film shooting and Rs 1000 per day for exhibitions. The notification also lists the fines for violation of the bye-law guidelines and vary from Rs 200 to residential units for non-segregation of waste to Rs 50,000 (Rs 10,000 for first contravention, Rs 30,000 for second contravention and Rs 50,000 for subsequent contraventions) for organizing a public gathering or event without an event permit.
