96.5 % SIR enumeration forms digitised : CEO Goa

Digital Goa, Nov 30 – Nearly 96.5% of enumeration forms (11.45 lakh) have already been digitised, while around 40,000 forms i.e around 3.5 % are still awaited, CEO Sanjay Goel informed during a press briefing today . The official added that the verification process is underway to ensure accuracy ahead of the next phase of voter list updates.

Around 3.1 lakh voters — nearly 26% of Goa’s 11.85 lakh registered voters — will be required to submit documentary proof to confirm their inclusion in the electoral roll, according to data released by the Chief Electoral Office (CEO), Goa.

▪️ 90,000 voters flagged as Absent, Shifted, Death or Duplicate
Of the 11.45 lakh digitised enumeration forms, around 90,000 have been flagged as ASDD — Absent, Shifted, Death or Duplicate, informed CEO. Their names will not appear in the draft voter roll. As per CEO, BLOs visited these voters multiple times, but either the voters were not found at the given address, had shifted, were reported deceased, or they informed officials that they are registered elsewhere. Officials said the draft roll of these 90,000 ASDD voters will be displayed on the CEO website, notice boards of the CEO office, and major public institutions. During the claims and objections period, any person listed in ASDD can contest the categorisation by submitting applications in requisite forms and formats along with necessary documents. If verified, their names will be re-included in the final electoral roll.

▪️ 2.2 lakh voters flagged for verification due to missing mapping in 2002 roll
CEO Goa has identified 2.20 lakh voter forms with missing mapping records in the 2002 SIR database, despite their names appearing in the current 2025 electoral rolls. These voters will still be included in the draft roll, but their citizenship status will require verification. According to CEO Goel, the issue arises because neither the voters nor their parents are traceable in the 2002 SIR records. Notices will now be issued to all affected voters, informing them of a scheduled hearing date, time and venue. During the hearing, they will be required to submit either a previous voter roll entry or one of the 13 approved documents prescribed by the Election Commission of India to establish eligibility. Following the hearing process, it will be determined whether the names should remain in the final voter list. Officials clarified that the 2.2 lakh unmapped voters will appear in the draft roll initially, but must prove eligibility during the verification process to retain their names.

While the verification process is ongoing, these 2.2 lakh unmapped voters will appear in the draft roll. If their names appear in the ZP voters list, they will be eligible to vote in the upcoming ZP elections.

▪️ 88 OCI holders eligible to vote; those with Portuguese passports not eligible
CEO clarified that 88 OCI card holders registered in Goa are eligible to vote as they retain Indian citizenship. However, those who have taken a Portuguese passport lose Indian citizenship and cannot vote.
