Green cess imposed on tourists coming by Road; these vehicles will get freedom from RTO checks
Goa govt will impose entry tax on non-Goan Vehicles entering Goa in the form of green cess. Govt expects to collect revenue of Rs 100 crore from the cess. This will be used to support the upkeep, cleanliness, sanitation, medical support, changing rooms, electric charging stations, energy conservation measures and remedial measures to minimise pollution in the State, announced CM in his budget speech. Such vehicles will also be given unique sticker to be affixed on them. This sticker will be given after the documents of the vehicle are checked by RTO. These tourist with sticker will not be stopped by any RTO during their stay in Goa, said CM.
🔸 Support price for Rice, Coconut and Cashew increased
Under the Assured Price for Agriculture Produce scheme support price of rice has been increased to Rs 22 from Rs 20, for coconut it has been increased to Rs 15 from Rs 12 and for Cashew it has been increased from to Rs 150 from Rs 125 per kg. Rs 20 crore have been earmarked for this. To provide support to Cashew Industry, the Employment Subsidy scheme for Cashew Industries has been provisioned with Rs. 5 crores and grants to Khadi Vikas Board has been increased to Rs. 3.11 crores.
🔸 Goa Govt to provide financial assistance to farmers to purchase drones
Goa govt will give financial assistance of 10 % of the cost of the drone to be used in agriculture sector by farmers. This assistance will be over and above the 40 % assistance given by the center. Drones technology is being recently used in agriculture to spray pesticides, nutrients etc. The Scheme will be called CM Progressive farmer Scheme.
🔸 VAT on natural gas to be reduced to increase demand
VAT on Natural Gas will be normalized based on consumption. Govt expects that this reduction will see a growth in demand for Natural Gas as a source of fuel.
🔸 Excise duty on High End Liquor to be reduced, duty on IMFL to be hiked
Excise duty on High End Liquor will be reduced and duty on other categories of Indian Made Foreign Liquor(IMFL) will be marginally increased to shore up revenues, CM Pramod Sawant announced in his budget speech.
🔸 Special Task Force to ensure that no businesses operate without registration
Special Task Force consisting of officials from various departments will be formed to ensure that no businesses in the State are running without registrations as required from various departments, informed CM Sawant.
🔸 Honorarium to Sarpanch, Dy and Panchas to be increased by Rs 2000
Honorarium provided by the Government to the Sarpanch will be increased from Rs 6,000 to Rs 8,000, for Deputy Sarpanch from Rs 4,500 to Rs 6,500 and for Panch from Rs 3,500 to Rs 5,500 respectively. For this purpose, a total provision of Rs. 12 crores has been made in the budget. Panchayat Grant Allocation process will also go in fully online mode.

Revenue surplus of Rs. 59.39 crores , Expected per capita income ₹ 6.32 lakh, For FY 2023-24, the estimated revenue surplus is Rs. 669.46 crores, Fiscal Deficit is estimated to be Rs. 4,183.10 crores.
🔸 Allocation to the Health Sector increased to Rs 2,324.65 crore from Rs. 1970.20 crores in FY 2021-22 to Rs. 2324.65 crores indicating an increase of 18%.

- Rs 172.19 crore for GMC infrastructure, Rs 10 crore for blood bank block, Rs 157.30 crore for Respiratory Medicine Hospital (TB & Chest) at GMC. Rs 30.74 crore worth hall at GMC.
- CM Mediclaim Scheme income limit to be raised to Rs 8 lakh and claim limit upto Rs 5 lakh.
- Rs 65 crore for DDSSY. Directorate of Health Services outlay is Rs 1045.64 crore.
- Nursing Colleges in both districts. Medical College and ICU at South Goa District Hospital
- Autism intervention Centres in both districts, Early Childhood Development Centers in both districts
PUBLIC WORKS
- Allocation for PWD at Rs 2,687.5 crore , increase of 28.03 %
- Rs 15,000 crore worth National Highway Projects approved by Center- during the year 2022-23, State of Goa was sanctioned Rs. 2228.78 Crores under National Highways including Rs 600 crore for Construction of six lane Elevated Corridor in Porvorim including approaches
- Rs.2.50 Crores allocated per Assembly Constituency under MLA-Local Area Development Scheme, Goa Scheme (MLA-LAD), Goa with the total outlay of Rs.100 Crores.
- Rs 1,000 crore for improvement of riding quality surface in all the Assembly Constituencies totalling to 1700 KMs amounting to Rs. 1000 Crores and the target is to complete 500 K.Ms costing Rs.280 Crores before the onset of the monsoon
- ONE APP ALL SERVICES unified app for all govt services proposed
- Minimum 100 LPCD water in rural areas and 150 LPCD water in urban areas to be ensured per day

Water Resource
- Three new projects have been proposed by the Government in the Mhadei Basin at Nirankal, Cajumol and Tatodi having an average storage capacity of 11.21 MCM, 4 MCM and 5.7 MCM respectively.
- CM exuded confidence that govt shall be able to take all steps to ensure that no damage/diversion takes place
- Rejuvenation of 150 nos. water bodies will be completed by March 2023.
- State Water Informatics System will be installed at Sinchai Bhavan Porvorim, which will provide the real time data on the water availability and its distribution in the State, for better planning of the infrastructure.
- Rs 25 crore for desilting of Sal river in the second phase, the damaged embankment will be restored at estimated cost of which is Rs.22.38 crores.
Transport
- Provision of Rs 296.75 crore
- Rs 25 crore for taking private buses on board with KTCL to improve public transport system
- Rs. 31.92 crores to purchase new buses
- “Intelligent Transport Management System” wherein buses and other modes of last mile connectivity will be integrated on a user-friendly platform
CAPTAIN OF PORTS & RIVER NAVIGATION
Total allocation for the departments is Rs. 153.19 crores.
SPORTS & YOUTH AFFAIRS
Total allocation to Sports and Youth Affairs is Rs. 384.24 crores indicating an increase of 152.88%.
- Rs 2 crore for setting Goa State Youth Commission
- Allocation to Sports Authority of Goa increased to Rs. 75 crores
PANCHAYATS
Allocation to Panchayats is Rs. 356.95 crores.
- Increase the honorarium provided by the Government to the Sarpanch, Deputy Sarpanch and Panch from Rs.6,000 to Rs. 8,000, Rs.4,500 to Rs. 6,500 and Rs. 3,500 to Rs. 5,500 respectively. For this purpose, a total provision of Rs. 12 crores has been made. Panchayat Grant Allocation process to be fully online
- Rs. 16 crores for North Goa and South Goa Zilla Panchayats for their establishment expenses
RURAL DEVELOPMENT
- Allocation to Rural Development Rs. 221.46 crores.
- 150 new Self Help Groups & 25 Village Organisations proposed
URBAN DEVELOPMENT
- Allocation to Urban Development is Rs. 604.32 crores. The grants to local bodies have been increased by 26.33% and for Smart City works, a provision of Rs. 150 crores has been made.
- Rehabilitation of notified slum dwellers in urban areas of Margao, Mormugao and Panaji for which a special provision of Rs. 5 crores has been made.
- GIS Based Survey of all properties that are managed by Urban Local Bodies
INDUSTRIES
Allocation to the Industries Department is Rs. 85.26 crores.
- Credit Guarantee Fund Trust for Micro and Small Enterprises will be increased up to a maximum of 95 per cent
- Production Linked Incentives of Rs 3 crore for cow milk, urine and cow dung bases products
HANDICRAFTS, TEXTILE & COIR
Increased the allocation to Handicrafts, Textile and Coir Department to Rs. 32.85 crores.
MINES & GEOLOGY
Rs 1000 crore revenue expected from mining
INFORMATION TECHNOLOGY
Allocation to Information Technology is increased by 67.63% and stands at Rs. 241.13 crores.
- All the Government offices to go paperless by introducing “e-Office” software
- Har Ghar Fiber Fiber network across the State at a cost of Rs. 725 crores with assistance from the Central Government.
- The Goa Industrial Growth and Investment Promotion Policy aims to generate 30,000 jobs and 20,000 crore investment
- Loans to IT startups through the CMRY scheme without any requirement of Government Guarantor as currently required under the scheme.
FOREST DEPARTMENT
Allocation to Forest department has been increased to Rs. 175.65 crores.
ENVIRONMENT & CLIMATE CHANGE
Allocation to the Environment Department is Rs. 31.13 crores.
- Rs 4 crore to prevent soil erosion
- Rs 3 crore each for Floating real time Water quality Monitoring System in river Mandovi and Sound Level Mapping in coastal belt
LABOUR & EMPLOYMENT
The allocation to Labour and Employment is Rs. 115.54 crores
- “Mukhyamantri Modified Interest Rebate Scheme” where an additional 2% interest rebate will be given to companies who employ more than 20 Goans in their establishment, taking the cumulative rebate to 9% reimbursed by the Government.
SKILL DEVELOPMENT & ENTREPRENEURSHIP
The total allocation to Skill Development and Entrepreneurship has been increased by 30.03% and is Rs. 148.24 crores.
- Under upgradation of ITI’s into “Centre of Excellences” through M/s Tata Technologies Ltd, five Government ITI’s will be upgraded at a total cost of Rs 209.72 crores.

- For development of fishing infrastructure, capital outlay of Rs. 60.57 crores has been provided.
- “Shrimp and Fish Fin Hatchery” at Benaulim through Public Private Partnership.
SOCIAL WELFARE
Total allocation Rs 504.98 crore
- Separate Department of Empowerment of Persons With Disabilities to be set up
- Rs 355.80 for Dayanand Social Security Scheme
- Ambedkar Bhawan at Porvorim at an estimated cost of Rs.7.47 crores.
- “Mukhyamantri Devdarshan Scheme” has been successfully implemented from November 2022 and more than 7,500 pilgrims have been benefited. For this scheme, a total provision of Rs. 10 crores has been made.
WOMEN & CHILD DEVELOPMENT
Total allocation to Women & child Development has been increased by 16.02% and stands at Rs. 503.95 crore. Rs 230.60 crore for Griha Aadhar and Rs 85.87 crore for Ladli Laxmi, Rs 6.13 crore for Mamata Yojan providing Rs 10,000 assistance for mother of girl child
TRIBAL WELFARE
Total allocation Rs 1201 crore
- Reconstruction of Market Complex, Banastari at cost of Rs. 17.79 crores is in the final stages of completion
EDUCATION, HIGHER EDUCATION AND TECHNICAL EDUCATION
Education sector has been given an outlay of Rs. 4,323.98 crores which indicates 18.54% growth and is around 16% of the total budget size.
Higher Education
For the “Diamond Jubilee- Government Investment for Technical Education Scheme” a provision of Rs. 35 crores and for “Coding and Robotics Education in School” a provision of Rs. 21.99 crores has been made.
SCHOOL EDUCATION
The total allocation to School Education has been increased by 10.53% and is 2194.03 crore.
- under the Balrath Scheme, the grants to be released per Balrath Bus is proposed to be increased from Rs.3.66 lakhs to 4.17 lakhs
- For upgradation and renovation of existing schools, a provision of Rs. 99.30 crores has been made.
CIVIL SUPPLIES
Civil Supplies Department budgetary provision has been increased by 34.14% to Rs. 88.51 crores.
- New ration cards of pink colour will be issued under Priority Household category and Antyodaya Anna yojana as per the eligibility criteria.
- Green ration card to be issued for identification purpose
- Green ration card would be issued solely for identification purposes to all people who desire to possess a ration card. However, no food grains would be provided to the green ration card holders.
SCIENCE & TECHNOLOGY AND WASTE MANAGEMENT
Total Budget Allocation for the Department is Rs. 221.15 crore.
- E-Waste Management facility on PPP basis at Pissurlem at a cost of Rs. 7 crores is proposed to be completed by December 2023.
