GHRC issues notice over complaint on mental health facilities in Goa

Digital Goa, August 25 – Goa Human Rights Commission (GHRC) has issued notices to the Directorate of Social Welfare, the Dept of Empowerment of Persons with Disabilities, and DGP Goa in connection with a complaint about lack of proper infrastructure and financial assistance for mental health establishments in the state. The GHRC order comes in the wake of complaint, filed by Arturo D’Souza, highlighted the condition of the mentally ill and homeless in Goa and the inadequate support given to NGOs running mental health homes. In his complaint, D’Souza has also raised concern over shutting down of mental health homes by NGO Street Providence if the government failed to provide timely financial support. Taking cognisance, the Commission has directed that the respondents file their replies and remain present for a hearing scheduled on September 3, 2025.
