Digital Goa, September 04 – The Goa government has issued an order appointing two link secretaries for each administrative secretary to ensure smooth functioning of departments during their absence on tour, training, leave, or transfer. The order lays down a standing arrangement for disposal of work, with a detailed list of first and second link secretaries.
