Digital Goa, October 2 – The Government of Goa has officially notified that the provisions of the three new laws – Goa Legislative Diploma, Goa Land Revenue Code (Amendment) Act, 2025 and Goa Regularisation of Unauthorized Construction Bill will come into force in the state from Oct 4, 2025. The 3 laws provides for the framework to regulate and streamline the process of regularising certain categories of unauthorized constructions across the state.
The Goa Legislative Diploma No 2070 amendment allows for the regularisation of houses built on Comunidade land, Goa Land Revenue Code (Amendment) Act 2025 permits the regularisation of homes built on government land and Goa Regularisation of Unauthorized Construction Bill addresses houses built on private land, providing a framework for their regularization.
The minimum land rates to be paid by owners as approved by cabinet two days back have also been notified. Houses existing prior to 1972 and reflected in survey records will be charged at a flat rate of Rs 25 per sq. m., irrespective of circle rates. For houses constructed between 1973 and 1986, 50% of the 2014 circle rate will be applicable. Those built between 1987 and 2000 will be charged at 75% of the circle rate, while homes constructed between 2001 and 2014 will attract the full circle rate. In cases of encroachment on comunidade land, a 20% penalty on the total plot value will be imposed.

▪️ The Goa Panchayat Raj (Amendment) Bill, 2025 which aims to simplify and expedite the process for obtaining various licences and permissions within panchayat jurisdictions, and introduces the power for panchayats to seal premises operating without a valid licence.
▪️ The City of Panaji Corporation (Amendment) Bill, 2025, is an amendment to the City of Panaji Corporation Act, 2002 (Goa Act 1 of 2003) that significantly reduces the time limit for the City Corporation Commissioner to grant or refuse sanction for building erection or re-erection from 60 days to 15 days.
▪️ The Goa Tax on Infrastructure (Amendment) Act, 2025 which allows for the collection of the infrastructure tax/service charge in two equal instalments: 50% upon receiving the technical clearance/development permission and the remaining 50% upon receiving the completion certificate.
