Digital Goa, Dec 3 – In a significant ruling regarding the premature release of life-term convicts, High Court today set aside an order issued by the State Government that had rejected the application of a convict, Rohan Pai Dhungat. Rohan has been convicted in the 2006 Mandar Surlakar murder case along with 3 others. The bench ruled that the State Government’s approach was “erroneous and unjustified” because it had based its rejection solely on the opinion of the Convicting Court, completely ignoring the “strongly recommended” opinion of the State Sentence Review Board (SSRB). “The case of the Petitioner shall be considered under the Goa Prisons Rules, 2006. This exercise shall be carried out within a period of two weeks from today,” states the Court order.
