In a major push to overhaul South Goa’s primary water lifeline, the Water Resources Department (WRD), Government of Goa, has initiated the process for the Extension, Renovation, and Modernisation (ERM) of the Salaulim Irrigation Project (SIP). The department has invited Request for Proposals (RFP) cum Expression of Interest (EOI) to appoint a consultancy firm to prepare a comprehensive Detailed Project Report (DPR).
The overall modernisation project is estimated at ₹741.77 crore (inclusive of 18% GST and 3% contingencies).
Central Funding Under PMKSY-AIBP
The overhaul is planned under the Central Government’s Pradhan Mantri Krishi Sinchayee Yojana – Accelerated Irrigation Benefit Programme (PMKSY-AIBP), governed by the Ministry of Jal Shakti.
- Funding Pattern: The project will be financed on a 60:40 basis, with the Centre contributing 60% and the State Government funding the remaining 40%.
- Mandatory Criteria: To qualify for central assistance, the scheme mandates an expansion of the command area, replacement of aging infrastructure, and water sector reforms—such as adopting micro-irrigation over at least 10% of the command area or operationalising Participatory Irrigation Management (PIM) through Water Users Associations (WUAs).
Tech-Driven Irrigation Overhaul
Commissioned decades ago in Sanguem taluka, the Salaulim reservoir supplies raw water for drinking across major parts of South Goa, alongside meeting industrial and agricultural requirements.
The upcoming ERM initiative aims to bridge the gap between potential created and utilized across its existing 9,686-hectare command area and planned extensions. Key interventions outlined in the tender include:
- Transitioning from traditional open-canal delivery to underground piped networks.
- Deploying smart-water solutions, including SCADA automation, IoT sensors, and satellite-based monitoring.
- Precision distribution through drip and sprinkler systems to optimize tail-end supply and minimize transmission losses.

The tender notice, issued by the Office of the Executive Engineer, Works Division X, Pajimol, Sanguem, is open to registered national consulting firms under a Quality and Cost-Based Selection (QCBS) process (80:20 weightage):
Consultancy DPR Duration: The selected consultant will have 3 months to prepare and submit the Detailed Project Report, with end-to-end monitoring deliverables spanning up to 24 months.
