There was a huge hue and cry over the alleged Smart City scam in Panaji a couple of years ago, when roads across the city were being dug up. Once the roadworks were completed, however, both the public and the opposition appeared to forget the so-called “loot” associated with the Smart City projects. There are hundreds of projects under the Smart City Mission, and many of them remain incomplete or have been implemented in a haphazard manner.
