The Revenue Department has notified minimum land rates for 2026–27 in Pernem, Bardez, Tiswadi, Salcete and Mormugao, with base values ranging from ₹1,500 to ₹25,000 per sq metre. The order, dated October 28, came into force upon publication in the Official Gazette on October 29. Panaji, Bambolim, Assagao, Anjuna, Candolim and Calangute have been assigned base rates of ₹25,000 per sq metre. The rates are ₹20,000 in Margao and Reis Magos, ₹18,000 in Mapusa and Siolim, and ₹15,000 in Vasco. In Pernem taluka, Mopa, Morjim, Mandrem, Arambol and Querim carry base rates of ₹15,000 per sq metre. These are base values for S1 settlement-zone land up to 1,000 sq metres, subject to adjustments according to plot size and land category. For plots up to 500 sq metres in S1 to S4 zones, the base rate will be reduced by 30%. The prescribed adjustments include higher values for commercial zones and reductions for agricultural, orchard, forest, industrial and other specified land categories. Agricultural tenanted land will attract 20% of the prescribed minimum land value. For Comunidade land measuring up to 400 sq metres in S1 to S4 zones, the base rate will be reduced by 50%. Specified Comunidade grants with temporary or final possession orders will instead use the government-determined allotment rate for calculating stamp duty. Goa Housing Board plots will similarly use the rate fixed by the Board at allotment when conveyance deeds are executed. The order excludes purchases by mundkars and agricultural tenants from landlords under their respective protection laws. It also clarifies that the notified values are only broad guiding factors in land acquisition compensation and cannot be applied automatically.
