Budget 2025-26 : CM takes vote on account for 5 month period amid commotion

Digital Goa, Mar 26 – CM Pramod Sawant took Vote on Account on Budget 2025-26 for a period of five months. The Goa Appropriation Bill was passed amidst ruckus in the house as opposition was denied opportunity to speak during the passing of the vote on account. Opposition members walked into the well of the house in protest. The Budget will be discussed during the monsoon session of the assembly.
▪️ Budget has not imposed additional taxes or VAT hikes.
▪️ Excise duties to be rationalised by reducing the number of excise tax slabs to a maximum of 5. Single window tax payment system proposed for Excise through single point taxation for liquor. Hologram markers to be attached on packed alcohol bottles. Excise duty rates to be notified on yearly basis henceforth
▪️ Real estate sector will be allowed to pay the Infrastructure Tax in two instalments of 50% each, instead of the current upfront payment system. First instalment will have to be paid while taking technical clearance while the second instalment can be paid while taking occupancy.
▪️ One-time amnesty scheme announced to resolve pending tax litigation.
▪️ Amnesty scheme for registration of transfer of immovable property without paying additional penalty proposed.
▪️ Recruitment rules will be amended to make candidates withe one or more years of experience in Private sector eligible to apply for govt jobs
▪️ Estimated receipts for the F.Y. 2025-26 are projected at Rs. 27,993.97 crores showing a rise of 13.02 % over R.E. 2024-25. The total gross expenditure is estimated to be Rs. 28,162 crores of which Rs. 20,299 crores is towards Revenue Expenditure and Rs. 7,863 crores is towards Capital Expenditure. In F.Y. 2025-26, there is heavy repayment of principal amount of Rs. 1,504 crore of Open Market Borrowings done ten years earlier which is an additional Rs.704 crore rise from the repayment of Rs. 800 crore done in FY 2024-25.
