Cabinet approves amendment to TCP Act to permit change of zone after public sounding

    Digital Goa, Jan 24 – State Cabinet today approved the proposal to amend the TCP act to facilitate change of zone in Regional Plan or Outline Development Plan(ODP) after giving a notice of 30 days and inviting objections and suggestions from stakeholders. As per the proposal a provision will be inserted in Goa Town and Country Planning Act, 1974 permitting alteration or modification of the Regional Plan or the Outline Development Plan(ODP) for carrying out change of zone of any land after giving notice of 30 days and inviting suggestions and objections regarding the change of zone from citizens. However, such change of zones are not to be permitted in eco sensitive zones. Incidentally, in Aug 2023, those who have applied for conversion under the controversial Section 16B of the TCP Act have the option to apply for correction under Section 17(2). Using section 17(2) ‘inadvertent errors’ in zones in Regional Plan 2021 are ‘corrected’ after the land owner applies for correction in zone.
    ▪️ 16 B scrapping gets cabinet nod
    Cabinet today also granted approval to amend the TCP Act to drop the controversial Section 16 B dealing with change of zone of land parcels. Scrapping of the section will affect the 7,600 odd cases where change of zone was earlier approved under 16B. Incidentally, several cases linked to zone change under 16 B are presently pending before the High Court.
