Opposition questions govt’s claim of Goa’s good fiscal health

Digital Goa, Aug 31 – CM Pramod Sawant told the Goa Assembly that the State Government has not borrowed “even a single rupee” through open market borrowings so far in the current financial year. Responding to a calling attention by Curtorim MLA Aleixo Lourenco on Goa’s fiscal health, Sawant said the State recorded a revenue surplus of Rs 2,554 crore in 2025-26, while its fiscal deficit stood at Rs 2,325 crore, or 1.67% of GSDP, well within the 3% FRBM benchmark. Capital expenditure stood at Rs 4,878 crore during 2025-26. The government said Goa’s debt-to-GSDP ratio has declined from 34.60% in 2021 to around 26% in 2025-26. As of August 31, 2026, the government had also repaid Rs 1,103 crore towards principal and interest on debt from its own revenue resources. However, opposition including Congress, Goa Forward Party and RGP questioned the claims of the govt raising several issues with the figures presented before the house.
