High Court allows correction of land conversion Sanad, asserts citizen cannot be charged twice

Digital Goa, Aug 25 – High Court has allowed a company to seek correction of its 2011 conversion Sanad for a 9,360 sq m Margao property from residential to commercial use. The Court noted that although the Sanad was issued for residential use, the State had collected ₹11.23 lakh as conversion fees at the commercial rate. It held that the error could be rectified since the property was situated in a commercial zone and commercial conversion charges had already been recovered.The Court held that the authorities had adopted a “hyper-technical and unreasonable approach” in asking the company to apply afresh, observing that a citizen cannot be charged twice for the same purpose and the State cannot recover double charges.
