No additional taxes in budget; govt to re-draft agreements, amnesty scheme for unregistered home stays

    ▪️ No additional tax is levied on common man in this budget.
    ▪️ There are some departments that charges Rs 20 fee for various services. That will be gradually increased.
    ▪️ There are many Leave and Licence agreements that have either expired or not have not been renewed thereby govt loses lot of revenue. Hence it is decided to frame rules for the leave and licence agreements.
    ▪️ Land revenue fee, conversion fee and TCP dept fee for commercial establishments will be hiked without affecting the common men.
    ▪️ The residential houses which are converted into home stays, hotels/ restaurants will be offered One Time Amnesty scheme for change in use regularise by charging some fee.

    ▪️ Electricity – Rs 3999 crore provision. Rs 895 crore worth projects to be taken up in 2024-25. Rs 198 crore will be started in 2024-25. Rs 778 crore provision for capital works
    ▪️ Govt of India has approved DPR worth Rs 243 crore for projects for reducing loss in power distribution. Under revamped distribution scheme sector Rs 146 crore funds approved
    ▪️ Ministry of power has approved DPR to the tune of Rs 467 crore for Smart Metering and overall budget assistance of Rs 96 crore is also included in the same
    ▪️ Rs 291 crore works ongoing under power loss reduction scheme
    ▪️ 7.5 lakh prepaid smart meters approved under RDSS. Tender will be issued and connections work will start in 2024-25

    🔳 * New & renewable Energy*
    ▪️ Rs 62 crore for New & renewable Energy
    ▪️ Special scheme of 75 % subsidy scheme for roof top solar plant and solar pump for SC/ST beneficiaries, free solar lights in residential areas of SC/ST
    ▪️ Electric Vehicle subsidy – Rs 25 crore

    🔳 Water Resources
    ▪️ Provision of Rs 675 Crore
    ▪️ River study, health monitoring, drone shoots etc – Nadi Parikrama-Ugam Se Sangam – Rs 5 crore
    ▪️ DPR to build 6 dams by spending Rs 50 crore
    ▪️ Estimated expense of Rs 58 crore for safety audit of dams through World Bank aided project
    ▪️ Rs 247.77 crore expected for flood mitigation, mangrove and sal pan conservation etc for Panaji and surrounding areas under National Cylone Risk Mitigation Program
    ▪️ Rs 400 crore to be spent of left bank main canal and right bank main canal of Tillari Irrigation project
    ▪️ 60 MLD raw water pipeline from Assnora to Guirim-Porvorim by spending Rs 50 crore

    🔳 Transport
    ▪️ Provision of Rs 306.09 crore
    ▪️ Rs 2,500 crore funds approved for Goa through Global IIT Alumi hub’s anticipated social impact fund
    Using Rs 700 crore from this fund as viability gap funding, it is proposed to develop Goa as a Transport Hub.

    🔳 Captain of Ports & River Navigation
    ▪️ Provision of Rs 156.99 crore
    ▪️ Captain of Ports Terminal building – Rs 25.20 crore
    ▪️ 7 Coastal Passenger Jetties at Mandovi, Zuari, Mapusa rivers and Kumbhajua canal under Sagar Mala, provision of Rs 60.03 crore

    🔳 Sports & Youth Affairs
    ▪️ Rs 240 crore provision
    ▪️ Khelo Goa Centers to be set up in all Talukas – Rs 30 lakh
    ▪️ Rs 36 crore for sports Infrastructure

    🔳 Panchayats
    ▪️ Rs 313.32 crore provision
    ▪️ Rs 13.15 crore for weak panachayats
    ▪️ Roads and other infra Rs 17.49 crore
    ▪️ Deendayal infrastructure development Scheme – Rs 7.50 crore
    ▪️ Material Recovery Facility for garbage management – Rs 83.33 crore
    ▪️ Community Bio digester toilets – Rs 8.50 crore
    ▪️ Funds for Zilla Panchayats – Rs 16 crore

    🔳 Rural Development
    ▪️ Rs 69.97 provision
    ▪️ 257 houses approved under housing for all
    ▪️ Rs 60 crore for Goa Bazaar project
    ▪️ 18 cluster level federations with 1000-1500 members per cluster for business development for Self help Groups. Rs 3.50 lakh for setting up office for each CLF
    ▪️ Rs 1.5 lakh investment fund for each of the 500 self help groups

    🔳 Road & other Infrastructure
    ▪️ New Road Improvement & Safety Project – fast track pothole repair, inspection of all bridges and culverts, road safety audit, crash barrier –annual maintenance contract etc. Provision of Rs 50 crore
    ▪️ Planned Improvement of Riding Quality Surface, upto 100 Km- provision of Rs 840 crore
    ▪️ Model Housing Complex Govt qrtrs at Altinho Panaji by spending Rs 20 crore with amenities including use solar power, use of recycled water, rainwater harvesting
    ▪️ RS 250 crore for Sewerage line connection
    ▪️ Rs 100 crore for water supply systems, water treatment plan for Smart water management
    ▪️ Rs 42 crore spent on Goa Bhavan, Goa Sadan in Mumbai and Goa Niwas in Delhi fore renovation, refreshment
    ▪️ Rs 250 crore to be spent on 155 new projects related to Road, Sewerage and water supply
    ▪️ Water Supply, Sewerage, Roads and Buildings related 677 new projects by spending Rs 1600 crore
    ▪️ Under National River Conservation Plan of Jal Shakti Ministry Project worth Rs 81 crore for pollution alleviation and conservation of Zuari river at Curchorem and surround areas approved
    ▪️ GSIDC – Rs 440 core worth project nearing completion. Rs 332 crore worth projects to be taken up this year.
